Are Property Taxes Deductible in Pennsylvania?

Property taxes generally aren’t deductible on a Pennsylvania personal income tax return. Federal tax rules are different, and qualifying taxpayers who itemize deductions can deduct certain property taxes on their federal return.

How Pennsylvania Treats Property Tax Deductions

Pennsylvania doesn’t allow homeowners to deduct property taxes on their state personal income tax return (Form PA-40). Unlike the federal tax system, Pennsylvania doesn’t allow most itemized deductions, meaning expenses like property taxes or mortgage interest cannot be used to reduce your state taxable income.

When Can You Deduct Property Taxes on Your Federal Return?

You can deduct qualifying property taxes on your federal tax return if you itemize deductions and meet IRS requirements. These taxes count toward the federal deduction for state and local taxes (SALT), which is generally capped at $40,000 for tax years 2025 through 2028, although the limit may be reduced for some higher-income taxpayers.

Keep in mind that itemizing only makes sense if your total deductible expenses exceed the standard deduction for your filing status, $15,750 for single filers and $31,500 for married couples filing jointly in 2025.

Not every property-related charge qualifies. Homeowner association dues, transfer taxes, and fees for services like water or trash collection aren’t deductible, even though they may appear on your property tax bill or closing statement.

Is There Any Property Tax Relief Available in Pennsylvania?

If you own or rent a home in Pennsylvania and pay property taxes, the Property Tax/Rent Rebate (PTRR) program offers a direct rebate, meaning money back based on what you paid, not a deduction from your taxable income.

To qualify, you must be 65 or older, a widow or widower 50 or older, or a person with a disability 18 or older. Your household income must be $48,110 or less annually. The calculation excludes half of your Social Security income, so more people qualify than their gross income might suggest.

Rebates go up to $1,000 statewide, with higher amounts available in Philadelphia, Pittsburgh, and Scranton. Applications are accepted annually through Pennsylvania’s myPATH portal. You can visit the program page for current eligibility and deadlines.
